COST SPECIALIST


 


Do you enjoy research, analyzing data, identifying trends, mathematical models, and procedures to support effective and efficient services? Consider the Cost Specialist position with the Drainage Services Branch reporting to the General Supervisor - Infrastructure & Business Planning. Primary responsibilities include:


 


·Develop a cost data management system to facilitate trend projection and prepare reports


·Conduct cost of service studies including a review of methodology and assumptions, establishing criteria, determining asset life, and evaluating current rates and rate structures


·Develop user-friendly mathematical models to support decision making


·Research and collate operational, fiscal, administrative and economic data for the development of long term business strategies


·Identify trends and make predictions on critical parameters that impact business


·Liaise with other sub-sections, sections and departments on the collection and management of technical and financial data related to Drainage utilities


·Evaluate impacts of cost fluctuations on Drainage Services' business


·Collect and perform statistical analysis of data for comparison with other municipalities and utilities


·Review Drainage Services' business processes and recommend improvements


·Prepare manuals and procedures and deliver training to improve processes


·Manage consultants by selecting consultants, preparing contracts and reports


 


Qualifications:


·University graduation in Business Administration, Business Planning, Industrial Engineering or Statistics or a research related discipline with experience in statistics


·A minimum of 2 years progressively responsible experience in analyzing data, business process analysis and preparing written reports with recommendations


·Knowledge of asset management practices related to municipal infrastructure and business processes used to support large corporations


·Strong proficiency in MS Office applications and statistical programs including spreadsheet and database creation and analysis, graphs and manipulation of data


·Demonstrated ability to conduct systematic analysis of complex problems and work towards satisfactory resolution


·Strong organizational skills, ability to coordinate multiple tasks under tight deadlines with high volumes in a complex demanding environment


·Ability to express ideas and concepts effectively (verbal, written, and presentation)


·Strong interpersonal skills to establish and maintain effective working relationships and ability to work independently 


Note: Applicants will be required to arrange their own transportation and where appropriate will be reimbursed in accordance with City of Edmonton policy.  This may require the applicant to obtain business use auto insurance.


 


Opportunity Level: University Graduation in Business Administration, Business Planning, Industrial Engineering or Statistics or a research related discipline with experience in statistics. 


 


Hours of Work: 33.75  hours per week, Monday - Friday. Hours of work may be subject to the terms and conditions of a variable hours of work program.


 


Salary Range: 21M, Grade: 022, $29.994 - $37.475 (Hourly), $2,024.60 - $2,529.56 (Bi-Weekly), $52,841.930 - $66,021.580 (Annually). Opportunity Concept: 21A, Salary Grade 010, $26.121 - $29.808 (Hourly), $1,763.18 - $2,012.04 (Bi-Weekly), $46,019.09 - $52,514.10.  The rates quoted are in accordance with a collective agreement between the Union and the City of Edmonton.
