BRIEF DESCRIPTION OF DUTIES: Administers property tax and assessment functions for the Region. Liaises with Regional and Area Municipal staff to provide information, resolve problems, or address issues related to property taxes and assessment. Participates in the budget process and specialized projects. Provides accounting and financial services for client program areas. Analyzes impacts of Provincial legislation, tax policy proposals and decisions, future property tax and assessment scenarios, property reassessments and tax policy options. Prepares complex financial analyses and financial models to determine the impacts and develops recommendations based on analysis. Assists in the calculation of the annual property tax rates and special area rates and the preparation of the required by-laws. Receives, investigates, responds to, and/or resolves tax policy and property tax inquiries or concerns. Maintains the Region&rsquos property tax database.  Initiates, participates in, and monitors significant assessment appeals. Assists with the implementation of legislative requirements for property tax capping. Participates in planning and coordinating the preparation and approval of annual tax policy decisions. Administers and reconciles the tax levy revenue accounts, ensuring that tax revenues in excess of $350M are received on the due dates and recorded properly. Ensures that property tax payments on Regional properties are paid correctly and by the required dates. Heavy visual concentration, accuracy, attention to detail, and prolonged sitting are required when using a computer conducting analysis reviewing reassessment data, tax policies, tax rate and capping calculations and attending meetings. Work is subject to strict, often Council-imposed, deadlines and shifting priorities. Occasionally travels within and outside the Region to attend meetings.
