POSITION OVERVIEW


This position will be responsible for leading a team of professional and technical staff members in the planning, designing and project-management of water, sewer, drainage and roads projects.  Examples of key work activities include:


·          Plan, prioritize and implement an infrastructure management program, which includes water, drainage and roads projects.


·          Coordinate and assess the status of the existing infrastructure and plan for future growth. 


·          Assign, co-ordinate and review the technical work of the project teams.  Provide direction, decision- making, feedback, technical support while reviewing and removing major obstacles encountered with projects and tasks.


·          Recommend and develop funding strategies for the above utilities.


·          Liaise with Metro Vancouver committees (Regional Engineers Advisory Committee Water Sub-Committee, Fraser Sewerage Area, Vancouver Sewerage Area, Lulu Island Sewerage Area, Stormwater Interagency Liaison Group, Joint Emergency Liaison Committee).


·          Managing, directing, leading and developing the Engineering Planning Group.


·          Plan and manage operational budgets, recruit and mentor personnel and resolve staff issues and concerns.


·          Develop and implement policies, standards and procedures for the engineering and technical work performed in the City. 


·          Develop and utilize new techniques/strategies/tools to review and analyze data.


·          Assess and negotiate requirements from the various developments/consultants.


·          Prepare and present reports to Committees and Council


 


EDUCATION AND EXPERIENCE


Qualifications include a Bachelors degree in a related Engineering discipline.  Five years of related experience along with working in a municipal environment with progressive supervisory responsibilities is required. Proven ability to lead and build work teams to achieve success via innovative problem-solving techniques.


 


KNOWLEDGE, SKILLS AND ABILITIES



  • Demonstrated ability to lead a team and develop staff.

  • Ability to foresee potential issues or problems through strong planning and organizing skills.

  • Proven analytical abilities.

  • Ability to deal effectively with elected officials and the public with tact and diplomacy.

  • Excellent communication skills, both verbal and written - particularly the ability to prepare written reports and make presentations.

  • Strong leadership, administration and communications skills, along with proven interpersonal skills are required.

  • Familiarity with the legislative, legal, strategic and technical framework associated with engineering services.

  • Ability to analyze and interpret financial statements and statistical data.

  • Knowledge of computer hydraulic models, pavement management systems and Geographical Information System (G.I.S.) is required.

  • Highly proficient in use of MS Office applications (Excel, Word, PowerPoint, Project, Visio, etc.).


 


LICENCES, CERTIFICATES AND REGISTRATIONS


Registration as a Professional Engineer with the Association of Professional Engineers and Geoscientists of British Columbia (APEGBC).


 


WORKING CONDITIONS AND EFFORT


Duties are performed in an office environment.  Some field work may be required.


 


This position offers a competitive compensation and benefits package and a compressed day work schedule (9 days in a fortnight).
