Project Manager




 

The Ontario Education Collaborative Marketplace (OECM), with support from the Ministry of Finance, is driving the adoption of best in class collaborative sourcing and procurement technology in Ontario's education sector. Partnering closely with participating educational institutions and suppliers, the OECM is leading the implementation of effective supply chain management practices, including developing and delivering eMarketplace solutions.


Reporting to the Director of the Project Management Office, the Project Manager is accountable to provide project management expertise facilitating the achievement of OECM's business goals.  This role will be responsible for managing a variety of projects and deliverables with a primary focus on managing OECM's efforts to implement eMarketplace solutions for educational institutions in Ontario.  The scope of this role spans business analysis and project management disciplines, including working with a third party to gather requirements, perform gap analysis,  validate functional design, participate in user acceptance testing as well as project planning, scheduling, risk assessment and general oversight.  Working closely with clients, stakeholders and team members, the Project Manager ensures that projects are successfully completed.


Key Responsibilities for this role includes:


The PMO is responsible for the end to end delivery of OECM projects.  As a member of this team, the PM will actively participate in the managing of scope, schedule, budget, quality, resources, communications, risks and issues on a project by project basis.  The successful candidate for this role will:


·         Directly undertake project management activities, including leading, monitoring, assigning work and delegating, managing all aspects of the project delivery, creating and maintaining project management tools and templates, and reporting on project progress.


·         Facilitate and /or manage the gathering of business requirements for the project.


·         Be responsible for the development of detailed project plans, and on-going maintenance and control of the schedule ensuring tasks are completed on time, and regular updates are provided.


·         Provide leadership and guide solutions through the software development lifecycle by facilitating effective communication and collaboration between the business clients and the software development project team.  Proactively manage project impacting issues and risks effectively.


·         Build and lead effective and focused project delivery teams.  Will further oversee and assist with client implementation projects assigned to business analysts as required.


·         Foster long-term relationships with clients and stakeholders to capitalize on partnership opportunities.  Will Promote and maintain effective relationships with all parts of the OECM organization.


·         Confront issues openly and quickly.  Tactfully communicate sensitive information.  Handle difficult situations directly, using appropriate discretion, and respect for the individual.


·         Be a fast learner with a technical aptitude to possess a thorough understanding of OECM's service offerings, technical preferences and technical direction.  Will also have ability to assist in the evaluation and design solutions for client offerings.


·         Lead and participate in post-project review activities as well as track and maintain project issues and lessons learned by documenting and communicating to key stakeholders.


 


Proven knowledge/capability areas required for this role includes:


·         Minimum 5 years experience in information technology or procurement as a project manager or project team lead.


·         Previous experience with, and proven ability to, balance conflicting needs while ensuring client satisfaction.  Knowledge of, and experience employing, a variety of techniques and strategies in order to ensure both client satisfaction and OECM best interests are achieved.


·         Demonstrated success building and maintaining strong working relationships with all levels of management and staff.


·        Experience working effectively both independently and in team environments. Prior success building and leading efficient project teams, while managing the soft issues within the team.


·         Proven track record of success managing multi-disciplinary projects.  Ability to manage to project objectives, milestones and revenue objectives, as well as meet client time, budget and quality requirements. Excellent organizational, planning, analytical and problem-solving skills required.


·         Ability to work in partnership with both IT professionals (including third party resources) and clients.


·         Previous work success evidences flexibility, resilience and resourcefulness.  Experience includes demonstrating courage and self confidence in dealing with project issues and in escalating required project/program issues.


·         Excellent English language communication skills (verbal and written).  Demonstrated success leading presentations and meetings. Bilingualism (English and French) is considered an asset.


·        Demonstrated negotiation and conflict resolution skills.  Experience using innovative and creative thinking for problem solving.


·        Knowledge of project management software applications/project tools and methodology.


·        Bachelor's degree in Computer Science, Business or related areas. 


·        PMP designation an asset.
